On the Free (tagged) tier, shoot and release a music video is depends on the contract as these agreements are ordinarily written. A music video is an audiovisual use of the recording. Paid tiers normally permit it, usually with a view cap that mirrors the stream cap.
The trap
Free tiers sometimes permit a video specifically because it promotes the producer, while still forbidding paid distribution. The two are licensed separately more often than people expect.
